Make Billable Milestones for fixed fee invoices create automatically on schedule

Fixed fee invoices must have each milestone created individually. When doing fixed monthly fees this means manually creating a billable milstone for each month. Should be able to set schedule and repeating.

    We do a lot of recurring month invoices for the same amount. It would be a great feature to have this automated.
