Time zone settings for the date field when applying payments

Date field on the payments page registers the change of day 8 hours ahead of Pacific time so that one must manually adjust the date field every time when allocating. Please add a setting to establish the correct time zone and enable it to adjust for daylight saving/standard time.

Every time I add a payment and allocate, in late afternoon Pacific Time.
