Uniformity in screen layout - Layout of settings screens have SAVE button in various locations

Sometimes SAVE buttons are at the top of a screen, sometimes at the bottom, sometimes off to the side. Uniformity would minimize errors and maximize efficiency. Similarly, the "Clear all" button on downloads popup is in location and style I would expect the "Download" button to be, and I often click it by mistake and clear the hard fought download and any settings I had made to generate it.
