The request has been revised. While I was mistaken regarding creation of clients/matters, users must be admins to sync TimeSolv and NetDocs. This has been confirmed by TimeSolv Tech Support. This component of my original comment has not been addressed, hence, these controls do not exist.

You can create non-admin users with permission to create clients/matters. In the example below, the user Ben Ryding has full access to Clients/Matters but lacks the permission to view Dashboard.
