Hoover feature on calendar is still available for time only when permissions block the view/changing of rates

This hoover feature is critical to assessing where a timekeeper is at for the day, week and month, but when I do not allow timekeepers to view/change their rates then that feature disappears. Can we have this feature but with just time, no monetary value when permissions are restrictive?
