Ability to Charge for Time Performed by an Inactive Professional

When a professional leaves the firm and is marked as inactive, but they have pending time in the system, we should be able to include that time on the client's invoice rather than it automatically being written off.

We have had to go back and reassign all the un-invoiced time for an inactive professional to their supervisor as the only way of actually being able to charge the client for that work performed. This inaccurately inflates the supervisors time and distorts reporting on each professional's time.
