Have option for monthly budgets, rather than entire project length budgets

We have projects that have a fixed fee we bill monthly, but we do not know how long the projects will last so establishing a budget in your system is useless for us. Some projects have 2 months, some go for 4 years at that rate. Makes it difficult to control how much time employees are working on a project unless we manually look at it.
