I would like to run a report that shows me all timekeeper rates for all clients in a spreadsheet format

For new hires I need to decide what rate to bill them at for each client and to review rates for contract negotiations with existing clients.

How often would you use this request?

Yearly for negotiating contracts, monthly review and every time there is a new hire

Have you tried the Timekeepers & Rates report with a CSV format? If you pull that into Excel, you may be able to get the information you seek.
