Allow no charge time entries without blending and lowering the hourly rate

The attorney can show the client time performed without charge on the invoice without lowering the attorney's actual billable rate.

This is a needed function and a frustrating one to try to explain to the attorneys and clients. The attorney rate is a fixed amount and should not be affected by 'no charge' time entries. Eliminating the summary on invoices for clients is not an option.
