Timer use with Budget "Prevent Exceeding" feature

An attorney who is using a timer while working, then stops the timer after some hours only to find out that the "Budget Exceeded", has no idea how much time was unable to be saved. It simply disappears. There should some sort of notification of the time that was just spent, but unable to be saved so that the attorney can track/move/save that time somewhere else temporarily.
