Exclude No Charge from time summary average for "Rate"

Time Summary averages rates for a professional, including "No Charge" changing from the professional's normal $450 and showing $417.21 as rate in summary. Clients then question the rates above when summary shows they have a different "Rate"

Either No Charge should total separate in summary or be ignored in averaging the rates.
