Change 'Switch to Fixed Amount' Setting to stand alone

We are trying to remove the ability to change time entries to a fixed amount. This is because employees are changing to a fixed amount and skewing reports - hours and fees are not aligned.

      Right now, the only way to turn off 'Switch to Fixed Amount' is by turning off 'Can View and Override Rate? under professional permissions. Some individuals need to see the revenue calculation without being able to change to a fixed amount.
