Red Flag Noncompliant Client Guideline Fee Entries

When timekeepers enter fees that should be nonbillable or require an approval per the client billing guidelines, it would be helpful to have a red flag pop-up reminding them that the fee entry is not compliant or that a next step is needed for the fee entry to be billable.
